「今此部中至立世最為善」者，此即第二敘說定宗。上兩句答初問，下兩句答第二問。
Regarding "Now within this school ... the establishment of the periods of time is the best": this is the second [part], recounting the explanations to establish the tenet. The upper two lines answer the first question, and the lower two lines answer the second question.
