On the phrase “These secondary defilements… are subsumed under the neutral quality”: This is the distinction by the three moral qualities. Sleep, lethargy, and restlessness bound to the desire realm are unwholesome if associated with greed and so forth; if associated with the view of individuality or extreme views, they are neutral. All the remaining seven entanglements and six stains are exclusively unwholesome. In the upper two realms, lethargy, restlessness, pretension, deceit, and pride, as applicable, are all exclusively subsumed under the neutral quality.
