23.70

「殖順解脫分至亦遇獨覺」者，釋第四句，明處。殖順解脫分，唯人三洲。餘三惡趣、天趣、北洲，厭離、般若如應無故。三惡趣雖有厭離，以厭苦故；無勝般若，以慧劣故。天趣雖有勝般若，無深厭離，以苦輕故。北洲無深厭離，以苦輕故；無勝般若，以慧劣故。餘文可知。又《正理》云「有佛出世、若無佛時，俱能種殖順解脫分。」

"Planting the aids to liberation ... also meeting a pratyekabuddha" explains the fourth line and clarifies the locus. Planting the aids to liberation occurs only in the three continents of humans. In the remaining three unfortunate realms, the heaven realms, and the northern continent [Uttarakuru], revulsion and wisdom are absent respectively. Although the three unfortunate realms have revulsion because they are revolted by suffering, they lack superior wisdom because their intellect is inferior. Although the heaven realms have superior wisdom, they lack deep revulsion because their suffering is slight. The northern continent lacks deep revulsion because suffering is slight, and lacks superior wisdom because intellect is inferior. The rest of the text can be understood. Furthermore, the Nyāyānusāra says: 'Whether a Buddha appears in the world or there is no Buddha, one can in both cases plant the aids to liberation.'
