「學意未滿至常隨逐故」者，答。雖住本性，學意未滿，如路行者暫止息時，行意不息亦名為行。又解云：雖住本性，或學法得常隨逐故，亦名為學。

[On the text,] "Because the intent to train is not yet fulfilled [...] because [the attainment of dharmas of training] constantly attends [him]": This is the reply. Although he abides in his primordial state, his intent to train is not yet fulfilled—just as when a traveller temporarily rests, his intent to travel has not ceased, so he is still called a traveller. Another explanation says: although he abides in his primordial state, because the attainment of the dharmas of training constantly attends him, he is also called a trainee.
