「是故唯應至可應正理」者？述經部解？或論主申正解。是故唯應則此三轉十二行相所有言教，四諦法門名法輪體，可應正理。

"Therefore it should only be [...] can accord with correct reasoning" relates the Sautrāntika explanation, or the author of the treatise setting forth the correct explanation: Therefore, it is only proper that the verbal teachings of these three turnings and twelve aspects, the Dharma teaching of the four truths, are named the entity of the wheel of the Dharma, which can accord with correct reasoning.
