24.18

「由彼若斷至異熟地故」者，答。由彼若斷，便越欲界。前說三時業極為障，應知煩惱亦與業同。若斷第九，越彼欲界所繫煩惱等流果地、異熟果地，故極為障。

"Because if that is abandoned... the ground of vipāka": the answer. Because if that is abandoned, one completely transcends the desire realm. It was previously stated that karma of the three times is extremely obstructive; defilements should be known to be identical to karma. If one abandons the ninth, one transcends the ground of the nisyanda fruit and the ground of the vipāka fruit of the defilements bound to that desire realm; hence it is extremely obstructive.
