24.28

「有行般者至無速進道故」者，有行般者，謂欲界沒往於色界，生已長時加行勤修，由多功用方般有餘涅槃。此唯有勤修行故名有行，無速進道故。生已，簡異中般。長時，簡異生般。有勤修，簡異無行。

Regarding 'One who enters parinirvāṇa with activity... because they lack the path of swift progress': 'one who enters parinirvāṇa with activity' (sābhisaṃskāra-parinirvāyin) means that one dies in the desire realm and goes toward the form realm, and after being born, through long-term preparatory practice and diligent cultivation, by means of much exertion, only then enters parinirvāṇa with remainder. Because this person only has diligent practice, they are called 'with activity', since they lack the path of swift progress. 'Having been born' distinguishes them from the intermediate parinirvāṇa. 'Long-term' distinguishes them from the birth parinirvāṇa. 'Having diligent cultivation' distinguishes them from the effortless type.
