24.51

「何獨依此至無差別故」者，釋下兩句問。何獨依此立善士趣，不依所餘預流、一來有學聖者立善士趣？趣是行義，所餘有學預流、一來皆行善業，與不還人無差別故。

Regarding [the text from] “Why relying exclusively on these [...]” to “[...] because there is no difference,” this explains the question in the lower two lines [of the verse]. Why establish the destinies of virtuous persons solely relying on these, and not relying on the remaining noble persons in training, [such as] stream-enterers and once-returners? ‘Destiny’ (gati) means ‘proceeding’ (caryā); the remaining persons in training, stream-enterers and once-returners, all perform virtuous karma, being no different from non-returners.
