「諸在聖位至無練根并退」者，此即第四明非生上界。上兩句明非生上，下兩句明無練根退。

Regarding [the text] “All who abide in the noble state [...] without refinement of faculties or falling away,” this is the fourth [section], explaining that there is no rebirth into higher realms. The first two lines explain that there is no rebirth into the higher [realms], and the lower two lines explain that there is no refinement of faculties or falling away.
