Regarding [the text from] “The commentary says [...]” to “[...] the peak of existence,” when a noble person of the desire realm undergoes rebirth, if they are able to exert effort to generate the noble path and abandon all defilements, they definitely will not be reborn in a higher realm, because they feel intense disgust toward rebirth in the desire realm with its manifold suffering and distress, and fear that rebirth in a higher realm would entail long-lasting suffering similar to the desire realm; therefore, a noble person of the desire realm who has undergone rebirth is not reborn into a higher realm. The form realm has no suffering and the mind of disgust is weak; therefore, a noble person who undergoes rebirth in the form realm may be reborn into the formless [realm]. Question: If a noble person of the desire realm who has undergone rebirth is not reborn into a higher realm, a noble person of the desire realm who has undergone rebirth should likewise not be reborn again in the desire realm. The explanation says: Although a noble person who has undergone rebirth in the desire realm develops intense revulsion, because defilements are difficult to abandon and the path is not yet mature, they still take multiple rebirths in the desire realm. If a noble person who has undergone rebirth is able to generate the noble path, they will definitely exhaust defilements completely in this very body, and therefore do not go to be reborn in that higher realm.
