[The phrase] "Not so; because they have not as it truly is […] repeats the word 'training'" is the explanation. It is not so. Although ordinary persons train in śīla and so forth, because they have not yet attained uncontaminated wisdom to see and know the principle of the four truths as it truly is, it is possible that at a later time they may fall away from proper training and enter non-Buddhist traditions to perform false training; therefore, the name 'one in training' is not established for them. All those in training have already been able to see the truths as they truly are, and their proper training is without regression, so they obtain the name 'those in training'. Therefore, in order to show the definitive meaning, the Sugata repeated the word 'training' with respect to those in training. As in a sūtra where the Buddha addressed Śānta: "One trains in the uncontaminated true Dharma that ought to be trained in. One trains in the uncontaminated true Dharma that ought to be trained in; I declare only such a person to be named 'one in training'." The author of the treatise explains the sūtra: in order to make it understood that one who trains in what is properly trained in—uncontaminated śīla and so forth—without regression is called one in training, the Bhagavān repeated the word 'training'. Although a noble one may have retrogression, there is definitely no principle of retrogressing completely to perform false training; hence it is called non-retrogression.
