「有餘於此至說為第五」者，敘餘師說。言四事者，勤斷二惡、勤修二善，列名如前。力是不可屈伏義，能正伏除所治煩惱令不現行，牽生聖法，由此五力說為第五。餘文可知。

Regarding "Others regarding this... speak of them as the fifth": this relates the explanation of other masters. As for the four matters, they are diligently severing the two evils and diligently cultivating the two goods, enumerated as before. "Power" has the meaning of being unsubduable: being able to correctly subdue and eliminate the afflictions to be countered so that they do not become manifest, and drawing forth the noble dharmas; on account of these five powers, they are spoken of as the fifth.
