「非俱時取至及垢」者，答。如取衣不取垢，取垢不取衣。取貪等心前後別取，非俱時取也。

As for the passage from "They are not apprehended simultaneously..." to "...and dirt": the answer. Just as when apprehending clothing one does not apprehend dirt, and when apprehending dirt one does not apprehend clothing, apprehending lust, etc., and apprehending the mind occur successively and separately, not simultaneously.
