「外國師說至越於十六」者，此下釋下句。外國師即是西方沙門。此敘異說。

[On the phrase] "The foreign masters say [that there are other unpolluted minds] that go beyond the sixteen": below this explains the second line. The "foreign masters" are western śramaṇas. This presents the dissenting view.
