On "The treatise says: ... the other three are not so": this explains the first line above. As for the three prātihāryas, in their proper order: first is the demonstration of psychic power (ṛddhi-prātihārya), which has as its nature the supernormal power of psychic transformation (ṛddhi-vidhi-jñāna), the first among the six supernormal knowledges; second is the demonstration of thought-reading (ādeśanā-prātihārya), which has as its nature the supernormal power of knowing another's mind (paracitta-jñāna), the fourth; third is the demonstration of admonition (anuśāsanī-prātihārya), which has as its nature the supernormal power of the destruction of contaminants (āsravakṣaya-jñāna), the sixth. Among the six supernormal powers, three are prātihāryas and three are not, because only these three attract those to be converted and cause them to initially generate the resolve [for awakening] most supremely, thus receiving the name prātihārya. Alternatively, these are able to attract non-Buddhists who hate and reject the true Dharma as well as those who are intermediate—neither internal nor external—causing them to generate the resolve, demonstrating wondrous things, and guiding them into the true Dharma; hence they receive the name prātihārya. Furthermore, it is only these three that cause sentient beings within the Buddha's Dharma, in their proper order, to: submit and take refuge through psychic power, have faith and accept through thought-reading, and cultivate practice through admonition. Therefore, only these three receive the name prātihārya. The other three are not so, and thus are not prātihāryas. Hence, Mahāvibhāṣā 103 states: "If one says of oneself, 'I can hear from afar, I can see from afar, I can recall past lives from afar,' others will all give rise to doubt: 'Is this false or true?' They will not submit with faith; hence they are not prātihāryas."
