「非生彼地至但非彼繫」者，答。非生彼地無有三識及與尋、伺，但非彼繫。

"It is not that being reborn in that level ... but they are simply not bound to that [level]" is the answer. It is not that one reborn in that level lacks the three consciousnesses, investigation, and examination; they are simply not bound to that level.
