"What has been stated as ... because one has not yet become detached from what is lower" explains the final two lines. As stated above, that pure and defiled produce defiled is explained solely with respect to the pure and defiled in concentration. What is attained by being born into that stage is called "birth-pure" (upapatti-śuddha) and "birth-defiled" (upapatti-kliṣṭa). "Birth-pure" refers to innate wholesome [states] (upapattilābhika-kuśala); "birth-defiled" refers to the distracted defilements (vikṣipta-kleśa) of that stage. If birth-pure and birth-defiled could produce defiled [concentrations], that principle would not hold. That is, at the time of death, immediately following the innately wholesome pure, each and every one can produce defiled [states] of all stages—own, higher, and lower. If from birth-defiled, immediately following each and every one, it can produce the defiled of its own stage and of all lower stages; that it does not produce higher ones is because one has not yet become detached from what is lower.
