「下曾不見故」者，大眾部等答。下欲、色界曾不見有離於色身心得轉故。
Regarding 'Because below it is never seen': the Mahāsāṃghika and others answer. In the lower desire and form realms, it has never been seen that mind can operate separated from a physical body.
