29.26

「謂欲未至至能治諸惑」者，釋初章。謂欲未至加行位中亦有慈等，似所修成根本靜慮四種無量。由此加行位中制伏瞋等障已，能引未至斷治道生，能斷諸惑。約伏及引，說能治障。

Regarding "that is, in the desire realm and the preparatory stage, up to: they can counteract the defilements": this explains the first heading. That is to say, during the preparatory stage of the desire realm and the anāgamya, there are also benevolence and the others, resembling the four immeasurables of the fundamental dhyānas developed through cultivation. Since in this preparatory stage they have suppressed the hindrances of hatred and the like, they can induce the arising of the path of counteraction through abandonment in the anāgamya, which can abandon the defilements. It is in reference to suppressing and inducing that they are said to be able to counteract the hindrances.
