「或諸異生至外異生品」者，又通。經云外異生者，是斷善根人，據彼言無。

Regarding "Or, all ordinary persons […] the category of external ordinary persons": another resolution. The 'external ordinary persons' spoken of in the sūtra refers to persons who have severed the roots of goodness; it speaks of lacking them with reference to those persons.
