3.58

「又契經說至亦通有漏」者，又引經證信等有漏。謂佛將欲轉法輪時，先以佛眼遍觀世界，有情處在世間初生、後長，有上、中、下信等諸根差別。是佛猶未轉法輪時，觀有情有信等別，應可度脫。故知信等亦通有漏。若佛未轉法輪，世間已有無漏根者，如來出世則為唐捐。

Regarding "Furthermore, a sūtra states […] also include the tainted": this further cites a sūtra to prove that faith and the rest include the tainted. That is, when the Buddha was about to turn the wheel of Dharma, he first surveyed the world comprehensively with the Buddha-eye, seeing sentient beings residing in the world at their initial birth and subsequent growth, having distinctions of superior, middling, and inferior faculties of faith and the rest. This was when the Buddha had not yet turned the wheel of Dharma, and observing that sentient beings had distinctions of faith and the rest, they could be liberated. Therefore, it is known that faith and the rest also include the tainted. If before the Buddha turned the wheel of Dharma, the world already possessed untainted faculties, then the Tathāgata's appearance in the world would have been in vain.
