「從依止我法非法生」者，勝論答。彼計德句義中法、非法二，能生諸法。依止實句義中我，從依止我法、非法二，能生諸法。此法、非法能生諸法，如前已說。

Regarding "From dharma and adharma relying upon the self they arise": the Vaiśeṣika answers. They posit that among the categories of quality (guṇa), the two—dharma (merit) and adharma (demerit)—can produce all phenomena. They rely upon the self within the category of substance (dravya); from dharma and adharma relying upon the self, all phenomena can arise. That these dharma and adharma can produce all phenomena has already been explained before.
