「亦觀問者至而發故」者，論主答。亦觀問者阿世邪故。問者妄計已解脫我名為如來，而發問故。以無實我，故佛不答。

Regarding 'Also because he observed the inquirer's [intention ...] and raised the question': the author of the treatise replies. It is also because he observed the inquirer's intention (āśaya). The inquirer falsely conceived of a liberated self termed the 'Tathāgata' and raised the question on that basis. Because there is no real self, the Buddha did not answer.
