「外方諸師至心所俱起」者，前十二是迦濕彌羅諸論師說。今外國諸師說有十三，即是印度國諸師也。故《正理論》云「有執惡作亦通無記。憂如喜根，非唯有記。此相應品便有十三心所俱起（此非正義）。」

"The foreign masters [...] co-arise with mental factors": the previous twelve are the exposition of the masters of Kaśmīra. Now the foreign masters say there are thirteen; that is, the masters of the country of India. Hence the Nyāyānusāra states: "Some hold that remorse also extends to the indeterminate. Grief, like the faculty of joy (saumanasya), is not merely determinate. In this associated category, there are then thirteen mental factors co-arising (this is not the correct view)."
