「此中自在至隨樂轉故」者，說一切有部通經。謂轉輪王於彼七寶有自在力，隨樂受用。據自在說，名為成就，非別有體。

Regarding 'Here, mastery... because it turns according to his wish': the Sarvāstivāda clarifies the sūtra. It means that the wheel-turning king has mastery over those seven treasures, using them according to his wish. It is called 'possession' with reference to mastery; there is no separate entity.
