「論曰至和合遍有」者，此釋第四句。毘婆沙師傳說如是：所列十法，一切諸心一剎那中和合遍有。論主意朋經部，非信十法皆有別體，故言傳說。

"The treatise says ... combined and universally present": this explains the fourth line. The masters of the Vibhāṣā hand down the tradition thus: the ten dharmas enumerated are combined and universally present in every single moment of all minds. The treatise master is inclined toward the Sautrāntika, not believing that all ten dharmas have separate real entities; therefore he says "hand down the tradition".
