「有作是言至非掉舉行」者，法救釋也。惛沈應說大煩惱地法中，而不說者，彼謂惛沈行者速發等持，非掉舉行。以過輕故而不別說，順等持故。
On "Some make this statement ... not one characterized by restlessness": This is Dharmatrāta's explanation. Stupor ought to have been stated among the factors of the ground of great defilement, and the reason it was not stated is that he maintained that one who practices with stupor quickly generates concentration, unlike one who practices with restlessness. Because its fault is light, it was not separately stated, since it is conducive to concentration.
