「雖知說行至唯六義成」者，論主復難。雖知說行隨用偏增，而依有體建立地法，故此大煩惱地法唯六義成。

On "Although we know that activity is spoken of ... the meaning of only six is established": The author of the treatise challenges again: Although we know that activity is spoken of according to predominance of function, the ground-factors are established based on real ontological substance (dravya); therefore, the factors of this ground of great defilement are established as only six in meaning.
