"Some say that there is velocity… moving constantly without cessation" serves the incidental purpose of refuting the Vaiśeṣikas. This is its exposition. They hold that the category of quality (guṇa-padārtha) has twenty-four kinds, velocity (saṃskāra) being the twenty-first; hence it is called a specific quality. They hold that the rapid movement of phenomena from here to there and their turning around are all due to the force of velocity. The Vaiśeṣika outsiders maintain that there is velocity, which is a specific quality belonging to the category of quality, arising dependent upon an arrow or the like. By the force of that velocity, that arrow or the like moves constantly without cessation until it falls, like a bird carrying a fruit.
