The treatise says: "Some say there is saṃskāra, up to: moving constantly without cessation." Taking advantage of the topic, the author of the treatise also refutes the Vaiśeṣikas. This recounts their doctrine. They posit twenty-four kinds of quality-categories (guṇa-padārtha), among which saṃskāra (velocity/impetus) is the twenty-first; hence it is said to be a distinction among qualities. They posit that the movement of dharmas from here to there, rapid rotation, and so forth, are all due to the power of saṃskāra. Until an arrow or the like falls to the ground, its saṃskāra is like a bird holding fruit in its beak, sustaining the arrow.
