「經部師說至此所無故」者，述經部宗。三種無為非皆實有，如色等五別有實物，此無為所無故。

Regarding 'The Sautrāntika masters say […] because these are absent here': recounting the Sautrāntika tenet. The three kinds of unconditioned are not all substantially existent; unlike the five [skandhas] such as form which have distinct real substances, these are absent in the unconditioned.
