「又欲生得至無間而起」者。還顯欲界生得明利，可從色染無間而生，能防上定。色界生得不明利故，而無此能。

As for "Furthermore, the innate [goodness] of desire … arises immediately": this again shows that the innate [goodness] of the desire realm is clear and keen, and may arise immediately after form-realm defilement, being capable of guarding against higher absorption. Because the innate [goodness] of the form realm is not clear and keen, it lacks this capability.
