「欲界生得至引生彼心」者，欲界散地散生得強，以明利故，從二無漏色界加行無間而起。非勝功用所引發故，不能從此生彼三心。影知色、無色界是定地故，散生得劣。此以昧劣故，非學無學他界加行無間而起。非作功用所引發故，不能從此引生彼心。

As for "In the desire realm, the innate … induces that mind": the scattered innate [goodness] of the scattered level of the desire realm is strong because it is clear and keen; hence it arises immediately after the two anāsrava [minds] and the applied preparation of the form realm. Because it is not induced by superior exertion, one cannot produce those three minds from this. By implication one knows that because the form and formless realms are concentrated levels, their scattered innate [goodness] is weak. Because this is dim and weak, it does not arise immediately following the applied preparation of another realm in [a mind of] a śaikṣa or an aśaikṣa. Because it is not induced by making exertion, one cannot induce those minds from this.
