「頌曰至而興於作用」者，上兩句明因緣，第三句明等無間所緣，第四句結用。《正理論》意，取果名作用，與果名功能。而言作用，於此功能上立作用名。

Regarding 'The verse says: … and exercise their function': the first two lines clarify the causal condition, the third line clarifies the immediately preceding and objective conditions, and the fourth line concludes with their functions. In the sense of the Nyāyānusāra, grasping the result is called 'operation' (kāritra), while bestowing the result is called 'capacity' (sāmarthya). When the term 'operation' is used here, the name 'operation' is established upon this capacity.
