「唯增上緣至一切無遮」者，四緣之中唯增上緣，通生滅位興與果用，故言於一切位皆無障住故。其增上緣，法生滅位皆無障住，故彼作用隨無障位一切無遮。

"Only the predominant condition... up to ...is unimpeded in all cases" means: among the four conditions, only the predominant condition initiates its giving of the effect throughout both the arising and ceasing phases; hence it says that in all phases it abides without obstruction. The predominant condition abides without obstruction in both the arising and ceasing phases of a dharma; hence its activity is completely unimpeded following that unobstructed phase.
