「彼亦善思力已造故」者，外人釋。彼未來無漏亦為現在無漏善思力已造，故名為有為。

Regarding "They also have already been produced through the power of wholesome volition": the opponent explains. Those future uncontaminated [dharmas] have also already been produced by the power of present uncontaminated wholesome volition; therefore they are called conditioned.
