Regarding "The Venerable Pūrṇa [...] all unconditioned dharmas": Pūrṇa's intention states: if it has already arisen from a cause, it is called dependently arisen, which encompasses all dharmas of the past and present. If it acts as a cause for others, it is called dependent origination, which excludes only the final mind-moment of an aśaikṣa in the past and present, while including the remaining conditioned dharmas of the three periods of time. For dependent origination, the substance is narrow but the time periods are broad; for the dependently arisen, the substance is broad but the time periods are narrow. Thus a fourfold proposition is formed. The first proposition: there is what is dependent origination but not dependently arisen, meaning future dharmas, which because they can serve as causes are called dependent origination, but not having arrived at the past or present, are not dependently arisen. The second proposition: there is what is dependently arisen but not dependent origination, meaning past and present dharmas at the stage of the arhat's final mind-moment, which because they have arrived at the past or present are called dependently arisen, but cannot serve as causes and so are not dependent origination. The third proposition: there is what is both dependent origination and dependently arisen, meaning past and present dharmas other than the arhat's final mind, which because they can serve as causes are called dependent origination, and because they have arrived at the past or present are called dependently arisen. The fourth proposition: there is what is neither dependent origination nor dependently arisen, meaning all unconditioned dharmas, which because they cannot serve as causes to grasp fruits are not dependent origination, and because their substance is eternal and does not arise from causes are not dependently arisen.
