Regarding "This should be called... that is to say, it is investigation (vicāra)": This is the answer. This should be named "without investigation, with reflection only" (avicāra-savitarka), subsumed under the fourth phrase. Because there is no second investigation, it is called "without investigation"; because it is associated solely with reflection, it is stated to be "with reflection." Because this completely encompasses all factors, it is called the level with reflection and investigation (savitarka-savicāra-bhūmi). It contains factors of four categories, as can be known from the text. In accordance with the formulation of the level, the dual phrase comes first, a single phrase second, neither-dual third, and a single phrase fourth. Since within this level there is no distinct [level of] "without investigation, with reflection only," this single phrase is placed fourth. As to why the verse mentions only the first three and does not mention the fourth, the *Xianzong lun* states: "Yet because the factors are few, it is not mentioned in the verse."
