"Volition (cetanā) means being able to cause the mind to be active": volition has the efficacy to cause the sovereign mind to move toward an object, having the function of fabrication (mental activity). In principle, it actually also causes the other mental factors to be active, but one speaks of the mind because it is predominant. Therefore, the Nyāyānusāra states: "Because of the existence of volition, the mind is made to have active functioning toward objects. It is like the power of a lodestone, which can cause iron to move."
