1.235

論「行名造作至故為最勝」，答勝所以也。由造作名行。業是造作，思為業性，造作義強餘有為法，故名最勝。偏說思也。

On the passage in the treatise from "Volition means producing" to "therefore it is the most supreme": Answering the reason for its supremacy. Because producing is called volition: karma is producing, and intention is the nature of karma; its meaning of producing is stronger than that of the other conditioned phenomena, so it is called the most supreme. It specifically speaks of intention.
