1.70

論「離說對法至如理簡擇」，此下釋伏難也。伏難有二：一難說意、二難說人。難說意者，欲令眾生得擇法故說對法者，說其二藏豈不能耶？答云：離說對法說餘二藏，弟子不能於諸法相如理簡擇。

On the text of the treatise: "Apart from preaching the Abhidharma ... discern in accordance with the truth": from here down explains the implicit objections. There are two implicit objections: first, objecting to the intention of the preaching; second, objecting to the person who preached it. As for objecting to the intention of preaching: if the Abhidharma was preached to cause sentient beings to attain discernment of dharmas, could the preaching of the other two piṭakas not do so? The answer states: apart from preaching the Abhidharma, if only the other two piṭakas are preached, the disciples cannot discern the marks of all phenomena in accordance with the truth.
