論「或大地法義非要遍諸心」，此第二釋本論文。本論中言受等諸法大地法者，非謂要遍一切心也。
On the Śāstra's statement: "Or the meaning of omnipresent mental factor does not require that it pervade all minds": this is the second, interpreting the text of the fundamental treatise. What is stated in the fundamental treatise regarding dharmas such as feeling being omnipresent mental factors does not mean that they must pervade all minds.
