論「若爾何名大地法義」，有部責也。如我所釋，遍一切心名大地法。若不要遍一切心者，何得名為大地法也。
On the Śāstra's statement: "If so, what is meant by an omnipresent mental factor?": the Sarvāstivādin reproaches. As I have explained, pervading all minds is what is called an omnipresent mental factor. If it does not need to pervade all minds, how can it be called an omnipresent mental factor?
