11.65

論「此定由業力至故不彼燒」，釋。於中有兩釋，如文可解。《正理論》云「無間、大熱及炎熱三，於中皆無獄卒防守。大叫、號叫及眾合三，少有獄卒，琰魔王使時時往來巡撿彼故。其餘皆為獄卒防守。有情無情異類獄卒，防守治罰罪有情故。」

The commentary explains: "This is definitely due to the power of karma... hence they are not burned by it." Within this there are two explanations, which can be understood from the text. The Nyāyānusāra says: "In the three hells of Avīci, Great Heat, and Heat, there are no wardens guarding them. In the three hells of Great Screaming, Screaming, and Saṃghāta, there are few wardens, because King Yama's messengers from time to time go back and forth patrolling and inspecting them. All the remaining hells are guarded by wardens. Sentient and non-sentient wardens of different kinds guard and punish guilty sentient beings."
