論「如是所說至剋勝便止」，明四輪王威差別。此是第一金輪王。就中有二：一異、二同。此辯威異。
On the Śāstra's words, "As has been stated ... once victory is gained they cease": Explaining the differences in majesty among the four wheel-turning kings. This refers to the first, the golden-wheel king. Within this there are two aspects: first, difference; second, similarity. This distinguishes the differences in their majesty.
