論「一切輪王至定得生天」，第二同也。雖現威有異，以同無傷害、十善化生、故定生天。
On the Śāstra's words, "All wheel-turning kings ... are certain to be reborn in heaven": The second aspect, similarity. Although the display of majesty differs, because they similarly do no harm and transform sentient beings through the ten virtuous courses of action, they are certain to be reborn in heaven.
