論「非他有情至乘自業起」，答。五寶雖是有情數攝、各自業生、然一由有與轉輪聖王相繫屬業故、輪王出此寶方生。然餘輪王輪寶既劣、餘寶亦劣。

On the Śāstra's words, "It is not that other sentient beings ... arises by embarking on their own karma": The answer. Although the five treasures are classed as sentient beings and are born from their own respective karma, nevertheless, on account of karma that ties them to the wheel-turning sacred king, when the wheel-turning king appears, these treasures are then born. However, since the wheel treasures of the other wheel-turning kings are inferior, the other treasures are also inferior.
