The treatise says: "If physical and vocal actions... down to: because the uncorrupted arises." This explains that the uncorrupted (anāsrava) accords with the place of birth. If it is uncorrupted, it relies on the bodies of five planes; according to where one is born and should give rise to its manifestation, it is produced precisely by the four primary elements of that plane, because uncorrupted dharmas are not bound to any realm. The reason it is not produced by the primary elements of the same plane is that there are certainly no primary elements that are uncorrupted. There are no uncorrupted primary elements to produce uncorrupted forms; because the uncorrupted arises by the power of the support, it is produced precisely by the four primary elements of the body it accompanies.
