論「所言餘者至善惡無記」，此釋表業及思通三性也。謂身、語表及是意、思，皆通三性。

The commentary states: "As for what is called 'the rest' ... wholesome, unwholesome, and indeterminate." This explains that vijñapti-karma and volition (cetanā) apply to all three natures. That is, bodily and vocal vijñapti, as well as mental volition, all apply to all three natures.
