論「若如隨轉至應設劬勞」，出如隨轉過。若如隨轉不善，無記心得戒時，爾時表業應非善性。應設劬勞，通如是難。

The treatise says: "If it is like the concomitant ... up to ... one should exert effort." This points out the flaw of being like the concomitant. If it were like the concomitant, then when one receives the precepts while possessing an unwholesome or indeterminate mind, the manifest action at that time would not be wholesome. One must exert effort to resolve this challenge.
